Phillips were not only unhelpful and unpleasant to deal with, but routinely flouted the law. Out of three winters living in this property, the boiler system failed during all of them leaving the entire building without hot water for days at a time at the coldest part of the year. There was a total lack of communication when this happened and never so much as an apology to the residents.
On one occasion when I called up to complain, I was told by a very unsympathetic, bad-mannered woman at the office that she 'didn't appreciate my tone' after days of me being ignored by her and her colleagues and it took formal complaints to the council's environmental health department before they bothered to fix anything. They treated tenants like dirt and lacked basic human decency.
At one point, due to their administrative incompetence I was being harassed by Thames Water who insisted I was to pay hundreds of pounds worth of bills immediately, even though my contract stated that water and electricity was included - when I brought this up, Phillips didn't seem to care and I know from speaking to other residents that this was not a one off issue. After several phone calls with Thames Water I was able to sort the situation out, but came very close to my personal credit being affected because of Phillips' inability to complete the simplest of tasks.
I requested in writing on multiple occasions the full name and address of the building's landlord, and Phillips refused to disclose this despite it being a legal requirement to do so. After my tenancy ended I requested my deposit back - or, at the very least, the information on how much I would be receiving within 10 days of writing as is the law. This deadline passed several weeks ago and I have not been informed yet where my money is.
I cannot vouch for how they behave as a prospective tenant as my initial tenancy came via a different agent; Phillips were merely the building management company. I suspect they may come across differently if you're looking for a new place with them, but if you're considering moving into a building managed by the agency I would implore you to avoid at all costs. When I contacted the council to complain they told me they were aware of a history with Phillips, so rest assured I'm not just a former tenant with a personal grudge: Phillips Estates is the epitome of all that is wrong in the London property market, motivated only by greed.
