I'm Mr Hart, Landlord of 7 East Street, Flat 2. Your service initially for 8 years was second to none - then it went down hill dramatically. What was once a great service became money orientated very quickly and with this major problems arose.
I'm a landlord and I felt compelled to write a review after seeing the Google rating, especially as a work colleague has just told me his horror story with this company and how he is shocked that they have a misleading good rating.
From my personal devastating experience:
Firstly: Please be aware that managing agents cannot be held legally responsible for anything regardless of contracts as I found out (no joke Google it). They are NOT regulated by a governing body but can have various logos on their site. With one exception the tenants deposit.
More importantly with Harker Bullman they DO NOT care about your property or damaged caused to it as long as someone can live in it and generate money for old rope..
As I found out when Harker and Bullman placed a tenant in my non-smoking flat in Wimborne.
Just under 2 years the tenant stopped paying rent, they had spent all their money apparently on premium phone calls, alcohol and cigarettes. After a further 3 months of no rental the tenant left. On gaining access it was very very obvious he was a drunk and a chain smoker. Urination in every room, walls ceiling and floors sticky with smoking residue which had taken an excessive amount of time to accumulate. Never picked up on chargeable site visits?
We are talking Magnolia walls turned dark yellow, you could stick items to the wall, the smell of smoke could be detected in the corridors.
The end cost was just shy of £2k to repair, special paint had to be used, no joke.
In hindsight looking back over the false site visit reports; like tenant was caught putting cigarette out in the fireplace - which was strange as the flat has no fire place clearly showed that they probably didn’t do visits should have rung alarm bells. But when you pay a company to safe guard your investment you trust them.
Where I live now, speaking with a neighbour, she actually rented the flat opposite ours and had been there for many years - no site visits were ever done. She also said the person in our flat was a hardened chain smoker who smoked so heavily you could smell him in the street and corridors. So how was this not picked up? Surely the managing agent is responsible to “vet” people – again apparently not.
I did take Harker and Bullman to court but the judge stated that Managing agents are not liable for anything other than the safe guard of the tenants deposit. Even though the photographs showed the person had effectively trashed the flat and the excessive smoking damage clearly would have taken a long time to cause (again have to wonder when exactly these so called site visits we got charge for happened then).
Then with a very smug face the owner of Harker Bullman directly asked the Judge after the ruling, could she take legal action against me for wasting her time by going to court for something she cannot be held accountable for !! Which to be honest sums it up nicely, Harker and Bullman cannot be held accountable for anything in thier own words..
Clearly by her irritation she had been in this position quite a few times and judging by her actions she knew she has no legal responsibility and would have no comeback.
More over when trying to leave to join a proper managing agent Harker Bullman sent me charges for a break in a contract early, on a contract they had no accountability to? Cant say my answer to that.
I won’t list all my work colleagues issues, that’s not my story.
But honestly avoid this agent, they have no interest in your property or tenant they are however interested in taking money knowing full well there have no legal comebacks when things go wrong.
At no point had an apology been made, only a snide remark "you don’t live there don’t get attached to it."

We agree on a few things, there should be accountability and I did feel very let down.
But until the law changes both you and I know that tennants and landlords have no chance against a company that has no legal responsibilities. No brainer really.
I found out the hard way, I approached ARLA and they said the logo only means you are part of a professional organisation, they have no power or ability over you. Bit like me putting a GB sticker on my car bumper.
You are right also; the judge did admit heavy smoking but as stated the is no regualtions for Estate agents and/or managing agents.
I did a fair bit of research and took additional legal advice and was told other than the tennants deposit there is no legal liability unless I had a contract that you had entered into.
So, I wish you well in your business, maybe you have changed, I'd like to think so, Harker Bullman WAS second to none many years ago - but if anyone asks me for my opinion now I will gladly tell them anything they need to know.
