I live in a block managed by HSCPM. In the 12 years I have lived there I have seen nothing but rises in the service charges for most of the time I have lived here.
Despite numerous security issues, the aggressive and bullying head of the security team has remained in place and HSCPM have done nothing about many residents complaints, even when a majority of us wrote them a letter in 2018 to ask them to bring down the service charges.
Service charges have risen way above inflation at an average of around 6% each year for at least the past 6 years, which were the only ones they could send us details on when residents requested these.
When residents were hit with a £4k surprise bill for works in 2018, we complained directly to their Head of Property Management services. He refused to answer our questions and letters but some direct quotes from him in emails to us tell you everything you need to know about this aggressive and over-charging firm:
"neither you or the residents are the client." i.e they are happy to take residents money but have rejected or not responded to our requests and do not see us as stakeholders of their services in any way.
He replied to our complaints about rising service charges by stating that "costs in respect of the property are never going to go down" and they refused to take any actions to find ways to lower the service charges. When we asked for information that the Leaseholders Advisory Service explained were reasonable he wrote back "if we are going to be subjected to this kind of continual questioning and scrutiny we will make an application to the FTT and seek their approval/ruling that what we have done is reasonable."
When confronted with their past failures and mistakes his response was that "Raking over the past is not going to help anyone move forward and is certainly not in the best interests of the building" so they refused to take responsibility for their past poor quality services.
So residents, beware of this firm because they do not care about you, unless you enforce your legal rights with RTM or other ways to avoid being exploited in this manner. As this person noted,
"The leaseholders are legally obliged to pay service charge, this building is a freeholder controlled building and we take our instructions from the freeholder and not the leaseholders."

We don't know they did not respond to this question when requested to by email. Sure to be around 15%?
