As you state we do issue inventories to all tenants and encourage them to write their comments in the space provided should they differ from our own. Our advice to all our tenants is to ensure they complete and return the inventory to produce an agreed condition report that both parties sign off as a matter of course.
Any deposit retentions are in relation to any cleaning costs or damage caused by the tenants on exiting the property. I find your comments regarding 'not returning deposits' to be factually untrue and misleading as we have not in one instance had to retain a full deposit.
As an agency we provide guidance throughout the tenancy as to areas where the condition of the property is going off track and go so far as visiting and producing a pre-end of tenancy report around 4-6 weeks before exit which details any potential deductions and means to rectify them to ensure a full deposit return.
