I have spoken to the Property Department Manager in Central Oxford who has confirmed that the condensation issue is caused by a lack of ventilation. Condensation is a real issue between October and April as the external air temperature falls and water from the air forms as condensation on cold surfaces such as windows and external walls - especially in Oxford where the water table is fairly close to the ground.
